OF COURSE NOT.
We all have experienced quite a lot of problems in the past with services. Especially if you impose a very low cap (many people use around 180GB/month+).
Our economy sucks already, and we do not need to start this again.
If you want a lot of people, DO NOT DO CAPS, but INCREASE THE RATES a bit (+$5/month).
